A task force made up of Assembly members in Idaho has recommended that the state enact a 'covenant marriage' law to make couples attend premarital counseling and allow divorce for a limited number of reasons.
Three other states—Arkansas, Louisiana, and Arizona—have already enacted covenant marriage laws. Under such laws, couples voluntarily sign an agreement stating that they will obtain premarital counseling and only divorce in cases where a spouse is adulterous, abusive, or commits a felony crime.
Task Force Goals
The task force was assembled “to study the magnitude of the decline of the family since 1950; the effects the decline has had on state and social policies, the reasons for the decline, and ways to strengthen the family.”
After three hearings over the summer and fall, the task force made a number of recommendations including:
However, Idaho House Speaker Lawrence Denney said it was unlikely that the legislature will pass any laws based solely on the task force’s recommendations.
